Caro v. Blagojevich, and The All Kids Bridge Program

likely be determinative of whether the Comprehensive Health Insurance Board
will proceed with creating the new All Kids Bridge program.

On August  30, 2008, the Governor announced his All Kids Bridge Program with
$15 to $20  million allocated for the first year and also that the Board of
Comprehensive Health Insurance had agreed to proceed to implement the
new program, together with two other Departments. The new program's  
purpose is to provide subsidized health insurance to 19 and 20 years olds
who, absent their age, would have qualified for All Kids Healthcare coverage.

While the action below was dismissed, after I alerted the Board to the statutory
and constitutional objections I had to their proceeding to create the new
Program without prior authorization of the Legislature, the Board's scheduled
meetings on implementing the Program were cancelled and have not yet been
rescheduled.

11/19/07:  Judge Pantle denied the reconsideration motion. She
said there was no proof that anything unconstitutional
or unlawful had occurred.. The CHIP Board has cancelled and not
rescheduled its meetings on the All Kids Bridge Program.

Freedom of Information Act Letter Request

Comment:  My hope is that any All Kids Bridge Plan that the
Board develops is not put it into effect but rather submitted
to the Legislature for approval or rejection.

By letter dated 12/10/07, the CHIP Board wrote that it had no
documents responsive to the information sought in my FOIA
Request.  This suggests that the Board never addressed the
constitutional and legal issues I raised!
